Summary

The USDOT Transportation Safety Institute (TSI) seeks an IT Specialist to serve as a principal contributor/project manager in information systems security and information technology infrastructure analysis, design, integration, and maintenance. The individual must possess excellent communication skills and the ability to work effectively with a wide range of professionals inside and outside of TSI.

The IT Specialist:

  • Serves as Program Manager for IT systems and infrastructure and develops the preliminary IT annual budget.
  • Provides coordination across established ADP functional lines and interfaces with the customers to assure conformity and consistency across functional areas.
  • Analyzes subject matter processes or problems and performs fact-finding to establish the feasibility of new or modified computer applications.
  • Maintains system security and integrity, establishes and implements access rights and privileges and oversees the implementation of hardware and software systems.
  • Serves as TSI's liaison to the OST Information System Security Officer (ISSO) and is responsible for all matters involving system security and cybersecurity.

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: Candidates selected are required to serve a 1-year probationary period unless the candidate has prior creditable federal service that counts toward the completion of the required probationary period.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 13 , you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience managing information technology functions to maintain information systems, implement software, troubleshoot, and ensure application of information security policies.
  • Experience in assessing cybersecurity threats and vulnerabilities within an organization's systems to help identify and mitigate threats, assess incidents, and help analyze and facilitate business processes for gaps and opportunities for improvement.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations
