Summary

Join the team responsible for planning, coordinating, overseeing, and developing implementation strategies for the MTA's $55-billion Capital Program. The Assistant Director, Project Health (Railroad Project Development) will play a pivotal role in determining what, when, and how capital projects for MTA Long Island Rail Road (LIRR) progress – prioritizing capital investments, evaluating project scopes, establishing the project and program budgets, working to document and justify specific capital project needs and drivers, performing project environmental reviews, and addressing federal planning requirements for capital projects, all with a focus to maximize benefits and minimize construction impacts to LIRR riders.

The Assistant Director will support planning, prioritization, scope selection and definition, budget development and oversight, and project lifecycle monitoring for a portfolio of capital projects. Under the direction of the Senior Director, Project Development, the Assistant Director will work closely and collaboratively with Project Development staff and with stakeholders across the MTA, including project sponsor departments in LIRR and groups in MTA C&D's Planning, Delivery, and Contracts departments.

Responsibilities

This role will be charged with developing, optimizing, and controlling capital project scopes, as well as managing their associated schedules and budgets.

The Assistant Director will be responsible for compiling and maintaining information on project priorities, cost estimates, and schedules, using that information to assemble an actionable program of projects that fits within anticipated funding constraints and recommending project bundling and execution strategies to maximize efficiency.

The Assistant Director will also be responsible for overseeing the advancement of projects throughout their lifecycle, ensuring that scope content and financial justification are maintained and that capital budget control procedures are followed. By doing so, Managers ensure that capital investments provide the best value for MTA customers and agency operations and maintenance needs.

Education and Experience

Bachelor's degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field.

Master's degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field preferred.

Must have a minimum of eight (8) years of experience in Transportation, Construction, Infrastructure, Finance, Planning, or a related field.

Must have a minimum of four (4) years of managerial experience

Competencies

Passion for improving New York's public transit system.

Familiarity with the Long Island Rail Road network, operations, and the MTA Capital Program.

Experience with project planning, scheduling, and budgeting.
